Task Progress Update Is Allowed If The Predecessor Task Is Not Complete

When using a Finish-to-Start dependency for 2 tasks which are not subtasks of each other, the user is able to enter progress for the second task before the predecessor task is completed.

Task dependency is ignored when entering progress for a task when the predecessor task is not completed.
