Credit Management:Unable To Access Dnb To Purchase Data

Testing Credit Management in a new instance.
Unable to access DNB to purchase new customer data online. The following error message is received:
The following error occurred while trying to access the D&B database : "D&B database could not be
accessed. Your company may not have a contract with Dun and Bradstreet or your user settings may
not be set correctly to access the D&B database. Please confirm that your company has a valid
contract with Dun and Bradstreet. If a contract with Dun and Bradstreet exists, contact your
Oracle Applications System Administrator to confirm your user settings fare correct." Please
resubmit your request or try again later. If the problem persists, then please contact your Oracle
Applications System Administrator. "
This issue is not happening when use Oracle Customers Online to access DNB data, but unable to do using:
1. Credit Management Superuser Responsibility
2. Trading Community Manager Responsibility via DNB > Access/Purchase
3. Receivables Manager via Customers Standard form (ARXCUDCI) and choosing Third Party button to access DNB.
Steps to reproduce:
Logon to Credit Management Superuser
- Click on Application tab
- Click on Dun and Bradstreet button
- Enter Search criteria and click Go. The above error message comes up.
Same issue if access thru:
1. Trading Community Manager
2. Receivables - Customer Standard Form (ARXCUDCI)
User is able to access the DNB data using Oracle Customers Online.
It is not working for other responsibilities.
The following profile options were all correctly set, as follows:
HZ: D&B User Name
HZ: D&B Password
D&B Toolkit URL
HZ: D&B URL https://toolkit.dnb.com/access/scripts
The following Proxy Server Settings are set to null as proxy server are not being used:
HZ: Web Server Proxy Host Name
HZ: Web Server Proxy Port
HZ: Allow Access to D&B Online Purchase = Yes
HZ: D&B Policy Function Exists = Yes
HZ: Display D&B Button in Customer Form = Yes
