Symptoms
On 11.5.10 in Production:
When attempting to receive and deliver the interorg shipment for a Serial controlled Item in to a
Receiving organization which has serial uniquness as 'With in Organisation', the following error
occurs.

RVTII-060: Subroutine INV_TXN_MANAGER_PUB.process_Transactions() returned error...
Processing mode immediate
Transaction status: error
ERROR from INV Log

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Created an interorg intransit shipment having serial controlled item
2. Query the shipment number in receipts form and do the receiving and delivery since the receipt
routing is direct delivery
3. On saving the transaction, the error occurs
