Best Price Set In The Event Phase For Price List But Precedence Incompatibility Error Message on Sales Order (Doc ID 397236.1)

Symptoms

Enter an Order for item X with the Customer <customer A> - receive the following error occurs.

Failed to resolve incompatibility between Price List duplicate price list lines (i.e. equal precedence): <Price List A> and <Price List B>

STEPS
The issue can be reproduced at will with the following steps:
1. Setup Pricing Event Phase to User = Best Price w/all user flags set to yes.
2. Enter two price list both with Item X
3. Both have a Precedence of 220.
4. Enter an Order for item X with the Customer A
5. Error
Failed to resolve incompatibility between Price List duplicate price list lines (i.e. equal precedence): <Price List A> and <Price List B>

Changes

Two Price List Lines set up for same Item with same UOM and same Precedence but with different Prices.
In the Event Phases form, for the seeded Phase "List Line Base Price" the Incompatibility Resolve Code at user Level is set to Best Price.
At the Seeded level, it is set to Precedence and that is not changeable - it is grayed out.
