11i: Customer Merge Fails With Object Version Number Passed Does Not Match

On 11.5.9 in Production:
When attempting to run Customer Merge in Recieveables responsibility,
the following error occurs.
CRM_MERGE.CUSTOMER_PRODUCTS_MERGE : 022-The Object Version Number passed does
not match with the one existing in Installed Base tables : User-Defined
Exception CSI_ACCT_MERGE_PKG.MERGE()- "
The issue can be reproduced at will with the following steps:
1) Receivables super User--> Customers--> Customer Merge
2) Choose customer which needs to be merged (it's Bill to and Ship To sites)
3) Choose customer details with whom you want to merge.
4) Save and Merge
It will submit standard customer merge program.
The issue has the following business impact:
Due to this issue, users cannot customers.
