Quality Open Interface: Record Not Imported After Setting Validate-Flag to NO

Find that after importing data into Quality using the Collection Import
Interface, and turn off validation by setting the Validation Flag to '2',
the import process will complete successfully. However, the records cannot be seen in the View Quality Results screen, or directly in the database.
If the Validation Flag is turned on, everything will work fine and the records in View Quality Results screen are visible.
