How to Setup Dependent Certification Requirements to Not Suspend Currently Enrolled Back to Original Coverage Start Date

Find that after a new dependent certification requirement is setup for Open with an effective start date of 01-Oct-2014 (so that it exists during the 2015 open enrollment period), existing employees currently enrolled in the plan/option now requiring certification are being suspended retroactively to their original coverage start date.
Customer would like suspended coverage to begin on the date the new requirement was setup and not to the original start date of the original enrollment.
For example, the customer institutes the dependent certification requirements for participants enrolled in the Employee+Dependent coverage on 01-Oct-2014.
Participant is previously enrolled in the plan/option since 01-Jan-1999.
The suspension of the Coverage should show as of 01-Jan-2015 not 01-Jan-1999.
