Symptoms
Java concurrent managers (OPP, Debug Service) are not starting, therefore unable to start the Workflow Mailer Service. It is Terminated. The Internal Concurrent Manager, Conflict Resolution Manager, Standard Manager, and Service Managers are all running. When trying to run the concurrent program 'CP Java Regression Test' in FULL Mode, receives the following error:
Routine AFPEJP cannot construct the name of the .dbc file needed for concurrent request 279499
DBC File /<DIR>/<FILENAME>.dbc
could not be found.'
