All Credit Card Authorizations are Failing with Transaction Status of 9

The reason of this note is to have details for the status of 9, as it is not defined in the IBY_TRANSACTION_STATUS lookup and rarely see this status.
When attempting to process Authorizations with a real-time Payment System (i.e. Paymentech, Paypal, etc.) a Communication Error occurs.
Looking at the IBY_TRXN_SUMMARIES_ALL table, the authorization transactions show a status of 9.
