Time Entered On Quick Events Screen Is Not Associated With The Stop Time Zone (Doc ID 398982.1)

Symptoms

-- Problem Statement:
When adding shipment events via Quick Events, event time is stored as local with out a time zone,
even though the timezone is specified in the quick event set up. This caused the Destination
Arrival time on the Track and Trace screen to be displayed with a wrong value

EXPECTED BEHAVIOR
Expect that the event time is stored with a time zone

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up a Quick event of Delivered with a stop number
2. Add this to a shipment
3. Review the Event details and Actual Destination Arrival time in the Track and Trace screen

The issue has the following business impact:
Due to this issue, users are shown wrong destination arrival time
