"Applications SSO Auto Link User" (APPS_SSO_AUTO_LINK_USER) Profile option doesn't work and still ask to manually link the user

When login to SSO home page for Oracle Applications 11i that is integrated with Oracle Application Server 10g, system is asking for linking an existing OID user to an existing APPS user although the 2 users in OID & APPS is existing with the same name and profile option "Applications SSO Auto Link User" is set to "Y" at "Site" level.
- Expect the users to be linked automatically to an existing user in APPS.
Steps to reproduce the issue:
- Log into SSO home page of Oracle Applications 11i.
- System asks to link the existing OID user with an existing APPS user, and the "Request Information" page appears waiting for "username" & "password" for an existing E-Business user to be linked.
