Header Level Rounding is not working as expected when you try to override the tax amount.

1. Tax Rounding is set as follows:

Navigation: Setup > System > System Options

Tax Tab -
Rounding Options

Calculation Level - Header
Rounding Rule - Nearest
Reporting Currency - SGD
Precision - 2
Min Accountable Unit - null

2. Tax Code is set up as follows:

Navigation:  Setup > Tax, Codes
Tax Code Type = Standard
GST5 - 5%

3. Invoice is entered as follows:

Enter Invoice
Enter Line Items
Line Amount is 100
Tax Code GST5
Tax Amount is Calculated 4.76 and Line Amount is 95.24

Save, Hit the Tax Button
Go to Tax for this Line
Cange tax amount to 6.00
Rate is 6.30%
Go back to Tax Button -
Tax for this line - the tax amount is changed to 6.30 instead of 6.00.

If changed to 5.00, the rate is changed to 5.2632 but when saved and re-queried the tax amount is now 5.25 instead of 5.00
