Cannot Select Address For The Financially Related Bill To On A Service Request

Trying to create a service request where the bill to address is a 3rd party account.
The customer does not have a bill to usage as all there billing goes to a third party
which has a different customer account number. Both customers are active
and related correctly in AR. .
The address of the 3rd party account does not appear in the bill to LOV in the service request forms.
