INCOIN Item Open Interface Completes In Warning With Message "START_DATE_ACTIVE or END_DATE_ACTIVE column values will be ignored ..." (Doc ID 400874.1)

EXECUTABLE:INCOIN - Import Items

Symptoms

When attempting to create master or organization items through the Item Open Interface ("IOI", INCOIN), the concurrent requests complete in Warning.
Items get imported but the following message is raised in the request log:

TRANSACTION ID : <transaction_id>
ORGANIZATION ID : <organization_id>
TABLE NAME : MTL_SYSTEM_ITEMS_INTERFACE
COLUMN NAME : START_DATE_ACTIVE
MESSAGE NAME : INV_START_DATE_END_DATE_WARN
ERROR MESSAGE : START_DATE_ACTIVE or END_DATE_ACTIVE column values will be ignored, since Item effectivity is based only on Item Status code.

Steps:
The issue can be reproduced at will with the following steps:
1. Load master or organization items into the open interface table.
2. Launch Item Open Interface.
3. Check the results:
- items were successfully imported,
- concurrent request completion status is Warning,
- the above reported message is shown in the request log.
