After Rebook, Credit Memo for the Late Charge is Stuck in the Interface Table

On 11.5.10 in Production:
After completion of rebook, during the invoicing to receive the credit memos from the rebook on
a late charge, the credit memos are stuck in the A/R interface table with the following error:

You cannot supply invoicing and accounting rules for your on account credit memo transaction.

The issue can be reproduced at will with the following steps:
1. Rebook a contract that has late fees for the month that a skip payment will be created for
2. Book
3. Bill
4. Check autoinvoice output file
