Cannot Delete a Scale Rate

Symptoms
On 11.5.8 in Production:
When attempting to to delete the scale rate, the following error occurs.
ERROR
APP-PAY-07023 The Progression point values that exist for this rate will be
deleted. I choose ok and get another message
APP-PER-289595 You cannot delete a scale rate when progression point values
exist.
STEPS
The issue can be reproduced at will with the following steps:
Responsibility -> HRMS Manager
Navigation -> Work Structures -> Grade -Pay Scale
Create a Pay Scale XX Test with three progression points, Increment frequency
of 1 per Year.
Navigation -> Work Structures -> Grade -Point Values
Create a Scale Rate: HW Test
Pick the Pay Scale XX Test and tie the Progression Points to it. Save.
Attempt to delete
BUSINESS IMPACT
The issue has the following business impact:
Scale rates, etc.. follow a specific naming convention, since the wrong one cannot be deleted a new scale rate must be created which is out of sequence with the naming convention.
