If Insufficient Equipment Capacity Available Bulk Plan Fails all Orders Even if Some Can be Planned (Doc ID 402347.1)

Symptoms

-- Problem Statement:
On 5.0 in Production: If a carrier capacity is set for various equipment types and there is insufficient capacity for some of the order movements in the bulk plan to plan successfully the whole bulk plan fails
EXPECTED BEHAVIOR
Expect that the shipments are built with available capacity for the OM s that can be planned and fail for the others that are over the capacity available

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a Capacity Limit with a capacity group and generate capacity usage for a month
2. Make sure this capacity usage is used in a Rate offering
3. Create Order Releases and then Order Movements with a combined weight greater than the capacity
available for that day
4. Then bulk plan the OM s, and you will see that the bulk plan fails

The issue has the following business impact:
Due to this issue, users cannot determine available carrier capacity and a number of manual workarounds have to be put in place
