CMCCCM Cost Collection Manager Does Not Pick Up All Transactions Related to A Project (Doc ID 404162.1)

Symptoms

Several Material transactions are not being picked up by the Cost Collection Manager, even though the transaction is tied to a project (i.e., PO receipt transaction where the PO is tied to a project and task).  The material transaction gets set to
"Not Applicable"  in the View Material Transactions screen so the Cost Collection Manager does not launch a Material Cost Collection Worker to pick up the transaction for transfer to projects. No error messages are received.

Organization is set to Project Cost Collection enabled and project reference enabled.
PJM parameters is set to 'Cost Group Option' = Inventory.

When this parameter is changed  to 'By Project' in another instance, cost collection worked correctly after that change.

STEPS TO REPRODUCE
Create a PO that is tied to project and task.
Do a PO receipt against this project related PO.
Material Transactions is successfully costed by the cost worker, but the Transfer to Projects value reads "Not Applicable"
Run the cost collection manager. Records are not transferred to projects.


EXPECTATION
That project related cost transactions be transferred to projects when the cost collector is run.
