PARGDR: Receive A 'No Labor Bill Rate' Rejection Reason On Revenue Generation Process (Doc ID 404882.1)

Symptoms

When running the PRC: Generate Draft Revenue process (PARGDR) certain expenditure items are being rejected with the following errors on projects using bill rate schedules.

'No Labor Rate Found'
'No Non-Labor Rate Found'
How can it be determined where the process is looking to get the appropriate bill rate?

Steps to Reproduce
----------------------
1. Login to Project responsibility
2. Run request PRC: Generate Draft Revenue for Single Project
