ISP Notifications Not Going To Supplier Users, Get Adhoc Recipient Role (Doc ID 406623.1)

Symptoms

Supplier users are not getting notifications as expected.

When creating a PO for a Supplier that has more than one contact, notification is not sent.
When creating a PO for a supplier with only one contact the notification is sent.

Buyer creates a PO, and sets the terms to acceptance required, all 4 supplier users for that one supplier should get 2 notifications,
one called a 'For Your Review' notification and one called an 'Acceptance Required' notification.

However, they are not getting these notifications.

Looking at the wf_notifications table, there is a notification 'Standard PO XXXXXXX requires
your acceptance', but it goes to an ADHOC recipient role.

This adhoc recipient role in the wf_user_roles table is linked to one of the 4 supplier users,
(alphabetically the first user) Would expect that all 4 users should get these notifications.

In addition, all 4 users have one common iSupplier responsibility.
