PROBLEM STATEMENT:

On 11.5.10.2

Routine CSTPALBR.dyn_proc_call cursor c_txns, transaction_type_id=26 - 'Periodic Cost Update', creates records  in mtl_material_transactions table in two conditions as follow: 
.
1) organization_id = primary organization_id and org_cost_group =  cost_group_id stamped in MTL_MATERIAL_TRANSACTIONS table.

2) organization_id = inventory organization and org_cost_group = cost_group_id (same cost_group_id #1 above), transaction_source_name = 'XXXXXX'.

FOR #1 transactions are processed, and they are in mtl_pac_actual_cost_details table.
FOR #2 transactions are not processed, but they are in mtl_pac_actual_cost_details table.

Example:
organization_id org_cost_group_id source_name
1                         1122                            (null)                     

(transactions are processed and they are in mtl_pac_actual_cost_details table).

organization_id org_cost_group_id source_name
25                        1122                  'XXXXXX'.

(transactions are not processed but they are in mtl_pac_actual_cost_details table).
