Pick Release / Allocation Fails and Backorders Lines for Project / PJM Enabled Inventory (Doc ID 409223.1)

Symptoms

Unable to allocate pick wave move orders even though there appears to be sufficient available quantity to reserve.
The move order backorders.
Project Manufacturing (PJM) is enabled.

STEPS
The issue can be reproduced at will with the following steps but only for specific items:
1. Goto Order Management Responsibility > Shipping > Release Sales Orders > Release Sales Orders
2. Set AutoAllocate as Yes.
4. Choose the 'Concurrent' button at the lower right
5. The order line goes into backorder.

1. Goto Order Management Responsibility > Shipping > Release Sales Orders > Release Sales Orders
2. Set AutoAllocate as No.
4. Choose the 'Concurrent' button at the lower right
5. Goto Inventory > Move Orders > Transact Move Orders
6. Find the related move order
7. Allocate the move order line
8. The order line goes into backorder.
