Participation Process Does not Complete for All Eligible Employees (Doc ID 412417.1)

You have run the "Participation Process:Scheduled" concurrent process for creating the Open life events for the employees.

After completing the summary report for this process, the Summary Report is showing only part of the employees being processed instead of all the employees that are eligible for Open enrollment.

You expect that all the eligible employees across the company should get processed and have the "Open" life event.

Confirmed the issue from the Summary Report as follows:

Number of participants successfully processed 528.
Number of participants processed in error 60.
Number of participants unprocessed 4720
Total number of participants selected 5308.

The participation process has selected 5308 employees for processing, but 4720 employees of it were left unprocessed.
