Custom Tax Formula and No Tax Calculated for iStore or Quoting

Symptoms
A custom tax formula has been setup for the tax calculation in iStore, Quoting and Order Management.
When an order is placed from iStore, the order amount does not include the tax. The order total does show tax when viewing the order in Order Management.
This impacts the credit card authorization amount for it is being done from iStore and incorrect amount.
In the tax debug log file, it can be seen that taxable_basis is set as FORMULA during the Place Order flow which calculate the tax.
