Symptoms
When attempting to create an approval group, in which some people do not have an fnd_user account, the following error occurs:
ORA-20001: The approver identified by the following parameter is invalid: originating system PER originating-system ID PER_ID. Please delete or replace this approver wherever they occur in AME data, including approval groups, list-modification conditions, and substitution actions. This approver does not have an entry in wf_roles. (ORIG_SYSTEM_ID=107880)
Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create approval group with some people who do not have an fnd_user account
2. Run test transaction, error occurs
