Cannot View Attachments in Document Catalog

Symptoms
When you open the Document Catalog there are no Attachments shown,
it only shows you "Standard" and "Template" usage types documents.
You cannot query / view Attachments in Document Catalog.
There are no Attachments shown in the Document Catalog event if they exist on module level.

This happens after applying <Patch:4676589> (11i.ATG_PF.H.RUP4)
