On 11.5.9 in Production:
In a new responsebility with user defined menu structure, when attempting to navigate to the organization item form from the master item(organization asssignment) the following error occurs:

ERROR
Function not available to this responsibility. Change responsebility or contact your system administrator.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
n-master item-organization assignment --> choose one child org.
