Using Assignment Set As a Basis for an Eligibility Profile for GSP Fails in Error (Doc ID 414990.1)

Symptoms

When attempting to run the Participation Process: Grade Step process and picking up a grade ladder with an eligibility profile set to use an assignment set using amendments only,
the following error occurs:

ERROR

The assignment set attached formula is null. Whenever you create an assignment set make sure that
you generate the formula after adding criteria. This error has occurred in the following package
: ben_evaluate_elig_profiles.check_asnt_set.



-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Setup an assignment set with amendments only
2. Setup up a participant eligibility profile using that assignment set
3. Setup a grade ladder with progression rules using that eligibility profile
4. Run the Participation Process: Grade Step process
