Why Does Salary Change Self Service Function Not Allow Users To Submit The Retro Changes On The Assignment? (Doc ID 415003.1)

Salary Change Self Service function does not allow users to submit the Retro changes on the assignment, Why?

Expected Result: Users to be able to submit the retro change for the Salary Function.

1. Navigate to Manager Self Service responsibility and launch the "Change Pay" function.
2. After choosing the Employee, It displays an Information message "Please enter an effective date on or after XXXXXX" on the top of the Change Pay page.
3. Enter an effective date before the date displayed and click on the "Next" button
4. It will populate an error message and stops proceeding:

This action cannot take effect on the specified effective date, because the database contains a future-dated change to this person's record. Enter an effective date greater than or equal to 06-JAN-2015
