Symptoms

While following:

<Note 230627.1>: "Export/Import Process for Oracle Applications Release 11i Database Instances Using Oracle9i Enterprise Edition" or

<Note 331221.1>: "Export/Import Process for Oracle Applications Release 11i Database Instances Using Oracle Database 10g Enterprise Edition"

...a failure to create the FND LOBS may occur during the import phase on the target database. The reported error will be:

SQL> CREATE INDEX "FND_LOBS_CTX" ON "FND_LOBS" ("FILE_DATA" ) INDEXTYPE IS "CTXSYS"."CONTEXT" PARAMETERS ('lexer APPS.fnd_lobs_gbl_lexer_2 language column language
filter APPS.fnd_lobs_charset_filter_2 format column file_format charset column oracle_charset storage APPS.fnd_lobs_basic_storage_2 wordlist APPS.fnd_lobs_basic_wordlist_2')

CREATE INDEX "FND_LOBS_CTX" ON "FND_LOBS" ("FILE_DATA" )
*
ERROR at line 1:
ORA-29855 : error occurred in the execution of ODCIINDEXCREATE routine
ORA-20000 : Oracle Text error:

ORA-06512 : at "CTXSYS.DRUE", line 157
ORA-06512 : at "CTXSYS.TEXTINDEXMETHODS", line 219

It is very common for this scenario to occur while following <Note 238276.1>: "Migrating to Linux with Oracle Applications Release 11i". An export/import of the database has to take place in order to move the data from one platform to another.
