Using "Switch Manager" Functions on the Home Page and Compensation Allocations Page in Compensation Workbench (CWB) (Doc ID 416172.1)

Symptoms

When using the Switch Manager functionality on the Compensation Workbench (CWB) Home page, you are able to query and switch to managers who are outside the hierarchy, and also able to switch to managers whom you report to.

Where as when using the Switch to Another Manager functionality within the CWB Compensation Allocations page, only the managers who are within the plan hierarchy and below your hierarchy are shown up.

Expected Behavior:
Expect that even on the Compensation Workbench Home page, managers should only be able to see other managers reporting to them in the same hierarchy. They should not be able to see any managers they report to.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Login to Manager Self Service --> Compensation Workbench.
2. Click on the "Search for a Manager" link.
3. Enter a manager's name who is not a reportee, and he can be queried.
4. Now go to the Compensation Allocations page and click on the "Switch to Another Manager" link. Only the managers within the hierarchy, and below your hierarchy are shown.
