OEXOEORD: Restocking Fee Is Based On The List Price Instead Of The Selling Price When Using Manual Adjustments/Modifiers

On in Production:
Find that the restocking fee(-20%) is applied on the List price of the Item.

Expect restocking fee to be applied on the Selling Price instead of the List Price.

The issue can be reproduced at will with the following steps:
1. Responsibility = Order Management Super User (or equivalent)
2. Navigate: Orders, Returns > Sales Orders
3. Enter a sales Order with an Item which has a List Price of $1000
The Customer is qualified for 40% discount.
The selling price is $600.
4. Enter an RMA for a Item with a List Price of $1000
Apply previously defined Restocking fee of 20%.
The final price on the RMA is -$400.

Wants the 20% Restocking fee applied on $600 so that the final price on the RMA is -$480.

The issue has the following business impact:
Due to this issue, users cannot apply adjustments correctly.
