Symptoms
-- Problem Statement:
An orphan record is left in PER_PAY_PROPOSALS with no associated
record in PER_ALL_ASSIGNMENTS_F if the user does as follows:
.
1) Enter a new employee
2) Terminate the employee
3) Rehire the employee
4) Cancel Hire the employee without closing the People form after (3).
