Inbound Processing Is Not Happening While Approving/Rejecting From Emails

1. The notification mailer is down with following error:
Validation failed for parameters: INBOUND SERVER unable to make a network connection
2. Inbound processing is not happening i.e when users are approving or rejecting some approval notifications from email, the response email lies in the INBOX folder of mailer and does not move further.
