Manager Direct Reports Aren't Displaying On The Resources Organization Page

Symptoms
When querying up a resource who is a manager and clicking on the organization link, the organization chart shows directs 0 and total 0 but it expected that all the directs for the manager will be displayed.
Users may also receive the following message when clicking on the organization link for the resource:
The Employee Hierarchy information for xx.xxxxx is not yet processed. Please try again later.
This issue can be reproduced with the following steps:
(R) Incentive Compensation Super User
(N) Resources > resources
Query up resource
