Getting 12514 Error Connecting To The Database While Applying EBusiness Patch (Doc ID 419117.1)

This problem can occur on any platform.

Symptoms

When attempting to apply an eBusiness Patch it fails with errors.

This is happening with an environment using RAC.  Virtual hostnames are used for the RAC nodes.


ERRORS
-adpatch.log shows:

ATTENTION: All workers either have failed or are waiting:
FAILED: file mwaak.jlt on worker 1.

-adwork001.log shows
