Time Entry Rule Operator 'Less Than Or Equal To' For Formula 'Period Hours vs Time Category ( Seeded formula )' Is Not Working As Expected (Doc ID 419121.1)

Have defined a time entry rule to cap leave taken at 40 hours a week using seeded formula 'Period Hours vs Time Category ( Seeded formula )'. Formula inputs for the time entry rule:

  Period: Weekly - Starts Monday
  Period Hours: 40
  Operator: Less Than Or Equal To
  Time Category: PTO_TAKEN_MAX 

When exactly 40 hours is entered on the timecard, it errors with "The following time entry rule has been violated (&TER)".  This is incorrect as total hours are equal to 40, not more than that.  Anything under 40 hours works fine.  So look like the 'Less Than Or Equal To' operator is behaving like 'Less Than' rather than 'Less Than Or Equal To' as specified.
