Can Not Delete Or Cancel Sales Order Line That Has A Zero (0) Quantity; Status Remains At "Awaiting Shipping"

FORM:OEXOEORD.FMB - Sales Orders
Symptoms
On 11.5.9 in Production:
Find you have a Sales order that is in a Booked status. All of the Sales Order lines are closed
except for one line which remains in an "Awaiting Shipping" status. This Sales Order Line has a
quantity of zero (0). This item will never be shipped . At this point you are unable to Cancel, Delete or progress the line.
When you attempt to to Cancel the Line you received the message that nothing can be canceled on
the line
When you attempt to Delete the line you receive message: You are not allowed to delete Order Line
because: line has been booked Line source is not from Release Management (RLM)
When you attempt to Progress the Order Line via the Workflow you receive the following message:
Error: APP-ONT-251013: There are no eligible activities to be completed. The flow may be
completed. Please see the workflow monitor or status window for more information.
When you looked at the workflow monitor for this line, the workflow showed as completed and it was not active.
Issue can be observed from sales order form.
Navigate: Orders,Returns > Order Organizer
Enter order number, Press Find button
Open sales order (button)
At sales order form, try to cancel, delete, and/or progress order.
Example to Reproduce :
a. Enter SO with 2 lines
b. Cancel line 1 (find Qty=0,Schedule ship date =empty, status=entered)
c. Cancel SO header, find line 2 be canceled, line 1 status=entered"
