Last updated on SEPTEMBER 08, 2016

This problem can occur on any platform.

Symptoms

-- Problem Statement:
When bulk planning two orders with different destinations that travel with the following route
pattern,
Source - Hub A via TL
Hub A - Hub B via TL
Hub B - Dest 1 via LTL
Hub B - Dest 2 via LTL
The second leg of the shipment (i.e. from Hub A to Hub B) is not being consolidated

EXPECTED BEHAVIOR
Expect that the second leg of the order is being consolidated

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up a 3 legged itinerary with the following features
Source - Location A Destination - region containing the two destination locations on the Order
1st Leg - Destination Location - Hub A with Transport Mode - TL
Uses Dynamic Trip Ground Schedule that is set between Source to Hub A
2nd Leg - Destination Location - Hub B with Transport Mode - TL
Not using any ground schedule
3rd Leg - LTL leg
2. Set up two orders as follows
Order 1 - Location A to F and

          Order 2 - Location A to G

3.Set up rates accordingly with a common rate offering and Rate service for the TL legs but two
different rate records for the first two TL legs. Rate set up for LTL will be unique with Rate
record for the two destinations being the same (i.e destination will be a region containing the
two locations)
4. Bulk plan the order and you will see that the second TL leg is not being consolidated.
Try to consolidate them using Change Shipment Route - Merge Shipments - Consolidate - Optimize
the shipments are consolidated showing that the bulk plan ignores consolidation for some reason

-- Business Impact:
The issue has the following business impact:
Due to this issue, legs that could be consolidated are not being consolidated
