Security Rules Do Not Work In WebADI While Creating a Document (Doc ID 420227.1)

Symptoms

Security rules are ignored in WebADI when the values are entered or you copy / paste them directly into
the field / spreadsheet. Therefore, the secured values are uploaded and can be posted.
When you query the journal, only the totals are shown in the journal and not the lines.
If the value is selected from the popup window, the violation message does appear which is correct.

Security rules are totally ignored in WebADI create document process.

### Steps to Reproduce ###

Logon using 'Oracle Web ADI' responsibility-> menu 'Create a document' to create GL journals.
Excel Spreadsheet opens. Enter accounts that violate a security rule, no error is shown.
