iProcurement Shopping Carts Getting Mixed Up (Doc ID 420418.1)

-- Problem Statement:
On 11.5.10 in Production:
A requisition is created and saved but not submitted by one user. The second user makes an
amendment to this requisition through core purchasing and this user then sees the item in this
requisition placed in his cart.

Expect to see that these items do not appear in his cart.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Logged in as ‘JDOE1’ using iProcurement responsibility and created requisition 123456 and
    only saved it. Did not submit.
2. Logged in as second user ‘JDOE2’ and selected responsibility ‘Purchasing Super User
    and navigated to Requisitions > Requisitions.
3. Bring up the requisition logged by first user , 123456 and make an amendment at header level.
   Just changed the description of requisition and saved.
3. User ‘JDOE2’ now changes the responsibility to iProcurement and under Shop sees the item
    in requisition 123456 appearing under his cart.
