Merge Fields in Emails Sent from Fulfillment contain ? (Doc ID 420479.1)

On 11.5.10.2, when creating a master document in One-to-One Fulfillment with merge fields, the << >> characters around the merge fields are replaced with ? ?. Additionally, when the emails containing collateral /documents are sent out from Marketing, the merge fields in the document look like the example below instead of the merge field value.

?person_first_name?

The issue can be reproduced at will with the following steps:
1. Responsibility: One-to-One Fulfillment Administrator
2. Click on Template
3. Click on Master Document
4. Enter a merge field

The fields <> gets replaced with ?person_first_name?
