Java Error When Trying To Use a Copied Manager Layout (Doc ID 420872.1)

This problem can occur on any platform.

Symptoms

On GC3V50-P2006103: 
1- Hitting the 'View' button on a copied Screen set after selecting one of the search results, comes back with the following error message:

org.apache.jasper.JasperException: /WEB-INF/tags/Navigation.tagx(232,79) The attribute prefix fn does not correspond to any imported tag library

2- In addition, changes made to the copied Manager Layout (deleting fields/grids, etc) are not working.

3- The copied Manager Layout displays with no formatting/images.


-- Steps To Reproduce:

1- Copy a user menu - Go to Configuration and Administration > User Configuration > Menu Manager > make a copy of "ADMIN_MENU".
2- Copy a screen set - Go to Configuration and Administration > User Configuration > Screen Set Manager > make a copy of the PUBLIC screen set "ORDER_RELEASE". 
3- Copy a manager Layout - Go to Configuration and Administration > User Configuration > Manager Layout > make a copy of the PUBLIC manager layout  "FREIGHT_FORWARDING_VIEW".
4- Add a link for the new screen set to the new user menu.
5- Assign the new manager layout to the new screen set under 'View' in General Tab.
6- Assign the new menu to the required user - Go to Configuration and Administration > User Configuration > Manage User Access.
7-Log off and log on > use the newly created screenset > hit search button > hit the 'View' button on the screen set after selecting one of the search results.

following error message comes up:

9-Go to Configuration and Administration > User Configuration > Manager Layout > Edit newly created layout > delete any field > finish > log-off/log-on > use the new screen set to query for ORs > select and edit any record > the deleted fields still exist.
