'Counter Instance Flexfield is not Frozen' When Entering Counter Definition (FLEX-DFF DEFINITION NOT FROZEN) (Doc ID 420936.1)

Symptoms

This error occurs when attempting to create a counter:

The descriptive flexfield with application name Install Base (CSI) and name Counter Instance Flexfield (Counter Instance Flexfield) is not frozen. Please contact your system administrator.

 
After receiving the initial error, this error occurs when an attempt is made to save the counter definition.

You are trying to access a page that is no longer active.
- The referring page may have come from a previous session. Please select Home to proceed.


Steps to Reproduce
The issue can be reproduced at will with the following steps:

1. Navigate to Counter Instances using the Oracle Installed Base Agent User responsibility.
2. Press the Create button. This error occurs:

The descriptive flexfield with application name Install Base (CSI) and name Counter Instance Flexfield (Counter Instance Flexfield) is not frozen. Please contact your system administrator.

3. Enter the counter information and then press the Apply button. This error occurs:

You are trying to access a page that is no longer active.
- The referring page may have come from a previous session.  Please select Home to proceed.
