Symptoms

-- Problem Statement:
When certain learners complete some SCORM courses, the Completion Tracking is not recorded properly.

-- Steps To Reproduce:
1) Learner Logs in
2) Attends some training
3) Completes the training and Assessment
4) Administrator then examines the Learners History.
5) The history does NOT show this learner completed the training.

This however is not true for all learners.
