Cannot Delete Dependent Record From Contact Form

When attempting to delete a dependent record from the contact form that was added in error, the following
error occurs:

APP-BEN-94121: You cannot perform a delete operation when child rows exist

Cause: You are doing a delet operation where dependent child rows exist

Action: Delete the dependent child rows in NEN_BATCH_LER_INFO before
attempting to delete this row or use the Delete Person form to remove a
person, and all associated child records, from the database

PERWSDPC 11.5.145

It is also noted when trying to delete the contact from the Delete Person form, the following
error is observed:

APP-BEN-93910: You cannot delete this person. This person is covered as a dependent on this
date. Please end date or delete this dependent coverage before the deletion date

This was working for all other participants but one. The error indicates rows existing for this contact in benefit tables. The dependent in question is not found attached to any of the participants enrollments. Even after backing out the enrollment for Family coverages, in case the dependent data was somehow added automatically here, however, the contact record could still not be deleted. 

Step to Reproduce:
The issue can be reproduced at will with the following steps:

1.  Create a child contact record in the Contact form then try to delete the record.
