Partner Email Change Does Not Cascade To Appropriate Places (Doc ID 421501.1)

Symptoms

On 11.5.10
When a Partner User (super user) changes their email address in their preferences, new email address does not cascade to all places including their workflow role or fnd user account. So any automated emails sent to their wf role would be sent to the wrong email address.

EXPECTED BEHAVIOR
Expect all email accounts to be updated including in fnd_users table and wf_roles table

STEPS
The issue can be reproduced at will with the following steps:
1. Login as Partner Super User
2. Navigate to Preferences --> Personal Information
3. Update email address
4. Save and check email address in fnd_users and wf_roles. This still show old email address.
