Symptoms

After creating a new project, the key member that is copied from template has an effective start date
greater than the project end date. In the other words, the key member effective start date
is outside of the project start and end dates.

Example:

1. Project template has
Trans Duration: 01-JAN-1975 - 31-DEC-2050

Key Member has effective from date as 01-JAN-1990.

2. Created a new project from the template above with
Trans Duration: 01-JAN-2000 - 31-DEC-2010
Key member will has effective from date as 01-JAN-2015.
