Cannot Log Into System After Installing CU-02 RU-01 on OAS, Connection Error

Users installing OTM version 5.5's CU-02 RU-01 patch on OAS installations have reported the following error when trying to log into the system.

A connection to the server could not be established: {exception=null} (user=DBA.ADMIN).

The issue can be reproduced at will with the following steps:
1. Install  


Installing the OTM patch on a OTM instance using OAS for the application server.
