5.0 OTM CAPACITY USAGE QUERY BY START DATE RETURNS INCORRECT RESULTS

This problem can occur on any platform.
When querying capacity usage for a specific start date, the query returned records with the incorrect start date. In addition to the above ,same issue is also being on the allocation commitment finder screen when querying by effective dates "same as" and also on the allocation commitment usage finder using start date "same as".
Note: when querying using "same as", the finders return records for the date entered + 1 day. When querying using "after" the query returns different results, but not the expected results. For instance, in the commitment allocation finder, if you query using an effective date of 3/17 same as, it will return record(s) with effective dates of 3/18. However, if you change that query to "after" it does not return the 3/18 record(s), but instead it returned record(s)from April.
